Letter of rec from dean??

I'm applying to a few schools and apparently transfer applicants for Vassar are required to have an enthusiastic letter of recommendation from the dean. Is this just like s teacher recommendation but from the dean? If so, how are students expected to get to know their dean, especially if they are from a big school? I don't know anyone who has even SEEN our dean around campus.

Any advice, or something clarifying, would be greatly appreciated.

This is what Vassar says:

[Transfers FAQs - Admissions - Vassar College](http://admissions.vassar.edu/apply/answers/transfer.html#info)

This is the typical College Official’s Report to assure that you are in good standing with your school. While there was (I’m not familiar with this years revised CA) a spot on the form for an evaluation, like Vassar says, they know that you may not know the person filling out the form and it will not hurt you.

I’m really hoping that that’s the most accurate representation of what they want, because I also found this:
To be considered for admission, candidates for transfer are expected to present a strong college record with at least a B average in liberal arts courses comparable to those offered at Vassar. Candidates should be enthusiastically recommended by their current dean and college instructors.
