Letter of recommendation submitted two to three weeks late

Hey everyone! Hope all is well. I recently found out one of my references did not arrive at a college I applied early action to – with an application deadline of 11/01 – via “snail-mail.” I have been in contact with the college and an admissions counselor told me to have my teacher e-mail him the reference; however, I am not totally sure that she will e-mail the letter as she is pretty inept with technology. If my teacher is unable to send the letter via e-mail, how will this affect my chances of getting in? I do realize that admission offices tend to be flexible with due dates for references and that a college would always want to find a way to admit someone if possible, but is two to three weeks too much time?
