There's a lot of talk about local scholarships in the posts here.

Would a person who plans to attend a college out-of-state be automatically void from all local scholarships that exist in their home state? What about in the state of the college they plan to attend? Can any local scholarships apply there?

Probably a dumb question, but I know very little when it comes to scholarships, and since i'm out of high school, i'm pretty much on my own.

Each local scholarship my son looked at was different. For most it didn't seem to matter where you were going to attend college. What mattered for the local scholarship he looked at was where one went to high school. We live in Oakland but he went to high school in Berkeley and was not elegible for any of the local scholarships he looked at. You'll have to look at the local scholarships in your area to see if you are eligible for any of them. Many of the local scholarships here are for high school seniors only. But look anyway, you never know what you might find that applies to you.

You would need to look in the area in which you live, not where you plan to attend college. Some do only apply to high school seniors, but others are available to those who have already graduated, as well. My sons have both received small scholarships from their dad's work union, but have had to reapply every year for the next school year--so those were available to people already out of high school.
