Looking for a good safety college?

GPA: 3.0 (un weighted I think). I plan on raising it to at least a 3.5 by First Marking period.
SAT- 510 Math 520 Reading. 480 on written, 1510 total.
Taking AP American Gov this year.
Sports: XC, Indoor Track, Outdoor Track every year since middleschool. Captain of my xc team.
I would like to major in Poly Sci, Vid/Film, or Aerospace (Piloting).
Junior year was a little rough, but I'm looking to work harder then ever in college so I can do what I love for the rest of my life.

Is there such a thing as a safety school that isn't filled with highschool ****-ups that are strictly there to party? Don't get me wrong, I don't want to go to a quiet dry un-lively school, but I don't want dorms to be filled with passed out idiots every single night. So far, most all the high-acceptance rate schools I've looked at, the comments complain about the obsessive of amount morons that go there. I'm I just taking the comment to seriously, or is this really like what everyone in a safety school is like?

Butler wouldn’t be a safety

What is your home state? What can your family afford? It’s not a safety if you can’t afford to go there.

One strategy is to qualify for the honors program at a less selective school. It helps to isolate you from the “less-serious” students.
By aerospace, you don’t mean aerospace engineering? I just looked on College Navigator and there aren’t a lot of (non-profit) schools for “Airline/Commercial/Professional Pilot and Flight Crew” as a major, here are the results:
