Looking to get back into college and trying to gauge my chances

<p>I've taken a year off of college due to events in my life and I'm looking to get back into it. My creds:</p>

<p>High school:
GPA: 3.25
ACT: 27 (before the addition of the new written test making the highest possible score 31, will retake if necessary)
SAT: Have not yet taken, will take in January if it would be helpful.
Extra Curriculars: Member of school choirs, member of school academic team, member of the international club, had roles in a number of local plays, worked and volunteered at a couple area nursing homes over 3 years, played on the school dodgeball team, member of French club, member of the book club, and as another job i was an office temp long term and at times played a managerial role in the absence of other managers. And I'm sure there were other stints in other clubs I can't quite remember at the moment but I will by the time I apply.</p>

<p>College:
Here's where it gets tricky. I had kind of a crisis after high school and completely floundered in my first year and a half in college. I'm hoping that I can get by on only my high school credentials and apply as a freshman despite having 33 college credits if it will help me.</p>

<p>GPA: 2.09
Extra curriculars: columnist for the school paper, briefly a student council member, briefly a green club officer.</p>

<p>I'm hoping to be able to get into mostly state schools in the northeast like Rutgers and Penn State or maybe a couple in Massachusetts or Vermont, but was curious if I was in a position to reach higher than that or not. Especially if it's possible to deny the existence of my college.</p>

<p>I was most hoping for Rutgers, Penn State, University of Massachusetts, or longshotting University of Chicago if I could pull off a good essay. </p>

<p>Also, suggestions of schools in the northeast would be welcome. Thank you.</p>
