Low gpa, international student history ma

Hello everyone.

I am an international student looking to go to graduate school somewhere in New England, ideally CT, NY or MA.

My situation as it currently stands is that I am a Norwegian student who graduated from Eastern conn state with a less than awesome gpa, 2.41, but during my time here I've come to love not only the country but the area as well, and I would like to continue studying history here.

I haven't taken the gre yet, I'm planning on doing so this semester whilst finding some sort of work in the meantime. I've got one decent recommendation letter, one that I haven't had a chance to read (probably because I haven't asked, I don't know, is it rude to ask to read these?) and one from the international admissions person at the school I used to attend, along with one from my boss at the school, where I worked in IT.

The bad gpa comes mainly from my first two semesters, I had personal issues adjusting and I couldn't manage to recover the damage. I got around 2.8ish for 3 more semesters but ended on a 2.5.

My question is essentially a series of questions. One, and the most glaringly obvious one is if it's reasonable for me to hope to get in to a history ma program, two, if anyone knows of any low gpa programs in the new England area, three would be if the gre is going to make a difference in terms of offsetting gpa, and four would be if anyone has any general advice to offer.
