LSU or Texas A&M?

Ok, so I know Texas A&M has a better petroleum engineering program. But being out of state, it would be difficult to get an out-of-state tuition waiver. And even with an EFC of 0, it is highly likely that I will have to take loans ranging from 4-8k. LSU's petroleum engineering isn't ranked the best in the nation as is TAMU's, but it's like 15x more more affordable.

Rankings aside, will it make a difference where I go for petroleum engineering? From what I've heard, especially for PetE, companies could care less where you went to school. Could someone verify this?

Also, are there any companies that look for specific schools to recruit petE majors from? I know that 25% of all US petroleum engineers from the US come from UT Austin. But we also have to consider that UT is a huge school, with thousands of students geared towards that profession.

You just answered your own question. Pay OOS rates of $36K+ or get a discount at LSU for essentially the same salary at the end.
