I want to know which colleges don’t need 12th math for BS biology in USA and Canada.
There are thousands of colleges in the US and Canada. A lot (most?) have recommendations not necessarily requirements. As the selectively increases, the recommendations become closer to minimum requirements. As a student from India, your first consideration should be cost.
The meaning of “college” is different in Canada than in the US. If you want a B.S. in biology, you would need to attend a university.
There are 96 universities in Canada. AFAIK, all Canadian universities have course requirements for admission. I looked at several of the least selective Canadian universities (not all) and all of the ones I looked at required at least precalculus in 12th grade for a BS in biology. The more selective universities require calculus in 12th grade.

You can’t test out of requirements for Canadian schools.
She could do an online course. It would have to be accepted by her current school and put on her high school transcript.
Alternatively, she could do a year or two of high school in Canada to complete her requirements. There are private schools that specialize in this.
