Can one pursue a double major in Mathematics and Engineering at Yale?

Yes! Absolutely. Engineering degrees at Yale are usually offered in three levels: Bachelor of Arts, Bachelors of Science and Bachelors of Science ABET approved. The ABET approved program is recommended if you will pursue a career in engineering (i.e. apply to a Ph. D program etc.). Math is also offered as either a Bachelor of Arts, or, for a few more credits a Bachelor of Science. Getting an ABET approved B.S. plus a B.S. in Mathematics would be pretty difficult, and might actually be impossible. But some combination of those two degrees certainly is possible (depending on the type of Engineering) and people do it.
