<p>C I received 1% more vote than C II since 28000 is 1 percent of 2.8 million. So he received 50.5 while the other guy received 49.5</p>
<p>10 can’t be a side because then it will be a degenerate triangle (straight line of 10). Draw it to convince yourself that this is the case.</p>

<p>this is just logic / imagining it in your head
if the last side were 10, it would be a straight line not a triangle, because 5+5=10
so the answer is e</p>
