<p>Ok, so the quoted lines were saying how the dude talking to the narrator was worried about innocent people receiving blame and then he said that the solution would be to write out a testimony or some story about the diamond.
The reason it’s “lack of” is because there was no record, which is why the lawyer said one should be made. It said that more innocent people will be receiving blame because there is a lack of substantive information to pin down a suspect.</p>
