I'm from a top tier private university in America right now, but am thinking about transferring to McGill for my sophomore year. I'm a music performance major, but on a pre-law track. Is McGill's reputation as an academic school strong enough to compare to a top 12 American school? Will is still be impressive enough when I apply to NYU, Columbia, UC Berkeley, and Georgetown for law school?

I don’t know about law school in particular, but I have classmates who went to at least 2 of the universities you mention for grad school (NYU and Berkeley, not in law). With respect to law, I have a friend who did law at McGill and now practices in Boston. So, yeah, reputation-wise McGill’s pretty solid, regardless of program. But whether you go to McGill or a “top 12 American school”, going on to a law or grad school of your choice is up to you to accomplish. Your alma mater is not an important criterion for admission.
