McGill's underfunding: what does it really mean for the incoming student?

As this public statement from McGill is from 2013, and I’ve seen references to the funding issue worsening, how seriously do prospective students need to consider this issue? What effects on student services, class size, and facilities maintenance are projected over the next several years? Are there any signs that McGill’s long-term outlook may improve?

My D18 is a Canadian citizen living in the U.S. She has never lived in Canada, so she would be eligible for Quebec tuition. As a prospective linguistics major who adores Montreal, McGill is first on her wish list. It seems like a perfect match, but these funding issues concern me.
