MEng in environmental engineering or related courses

I am looking for some advice actually I want to MS/MEng in environmental engineering or related courses at university of McGill and since you have worked there ,actually my grad score is 62%(may be 2.5 on a scale 4 ,if percentage/2.5 is the conversion formula) I know it’s not a best of scores (this increases to 2.75 until the final year in 2012 ,the institute is Government Engineering College, Delhi and the course is environmental engineering & although 2.5, is considered as first class percentage in India which fulfills the graduate score requirement) I have a good 2 year work ex, I have been actively involved in environmental moments, NGO, good training in reputed companies, IELTS score of 7.5.
1) Can I think of McGill U for MEng in environmental engineering related courses ,if yes how should I proceed or
2) Can you suggest me any good university other than these for which I am eligible.
Are good university very adamant about high gpa ?Has there been a similar case like mine where the only thing the graduation score (though the most important one was not robust) but still got admission or anything else I can think of like going to community college, as I am getting a scholarship of 2100$ in Niagara one year course of Environmental Mgmt. and Assessment in Jan 2015 and scoring good ensure a seat in the university with a good GRE accompanied or any other way or its ust impossible & I should settle for community college.
I would be very thankful to you as I am awaiting someone well informed to answer my queries before proceeding any further and also the deadline of application at Niagara is Oct 31st,which is just a week away.
I'll be really thankful to you for any information, advice shared.

Thanks
Abhishek
PS: I would like to tell you due to some petty reasons, I couldn’t get good score in my 1st year I have been a good student throughout my life, I scored 85-75% in 10th-12th respectively. Moreover I would like to tell you that my grad school “Govt Engg. College,GGSIPU” is a state funded NAAC ‘A’ rated, ranked 12th in India by Times, but has very stringent marking scheme and maximum scores are in the range of 60-70% only, unlike most of other private institutes which even give 97% to their students just in order to improve show their high quality to employers or other recognizing agencies.
