Does anyone know if UVA and UCB give merit based scholarships to non-residents applicants? And how much if they do?

Yes, Cal Berkeley does give out Regent’s Scholarships, but the are extremely small – $1k. It’s more of an honor than cash. For instate, Regent’s scholars who have financial need will find a lot of their loans replaced by grants. Not sure if that is true for OOS, but I would guess highly unlikely.

UVa meets full financial need of OOS, but Cal does not.

UVA doesn’t give out merit awards – strictly financial need.
The Jefferson Scholarship is available to all but is EXTREMELY competitive. It is based on merit only.
OOS students going to UCB should expect to pay for all their costs except the small amounts that a Pell student would get.
