Merit Scholarship for Out of State Engineering Student?

I applied to Purdue last weekend for chemical engineering (before Nov. 1). My dad heard from another parent whose son applied two years ago about a significant merit scholarship for out of state engineering students. However, I’ve searched everywhere and can’t find the name of it or if it even exists…what are my chances at receiving any merit aid from Purdue? Out of State tuition is quite high. My stats are:
34 ACT
5.06 GPA/weighted 4.00 scale
6 AP classes
My class rank would be in the top 3-4% though my school does not officially report it.
National Merit Scholarship Commended, not finalist though

You may get the trustee scholarship. It says 16K but it may go up even more.
They gave my D some other grants that add up to $25K the 1st year (EFC $20K, 1 dependent) , $32K the second. (EFC ~$11K, 2 dependents)
