My D was a JS nominee, but won't be the one forwarded from our region for the campus interviews. Her academic stats are comparable to the JS average and she has an exceptionally strong extracurricular background; her older sister, with a nearly identical application, was offered $20,000 a year x 4 years from the U. of Michigan two years ago. I'm wondering if similar merit offers, aside from the JS program, may be possible at U.Va.?

May be possible? Yes, possible, if someone donates tons of $. But, there are no other big scholarships right now at UVA--sorry to say. There are some minority scholarships offered outside of the university; I don't know anything about these though.
I advanced and got tossed out of two very prestigious scholarships at two other universities. It is so painful to advance, and advance, jump through hoops, only to get eliminated. I'm so sorry for your D. I was never nominated for the JS, but one reason I liked UVA was because it didn't play the scholarship game (as you know, the Jefferson is not given by the university). I'm blessed though, that financially, my parents are fine with me going to UVA.
My current roommate was a finalist for the Jefferson, but did not get it. She still loved UVA, that's good, 'cause she's my best friend!

This is a little outdated, but here is the scholarship list a colleague compiled back in 2006. There are links at the end of that blog entry that will also help.

in a word - no.

UVA offers scholarships for under-represented minorities and those with other "special" qualifications that are in Dean J's post but the majority of people will not qualify for those.

Here's a list of UVa Alumni fund scholarships that one can apply to if you meet the requirements. A few are for incoming first years once accepted.
