Merit Scholarships for Out-of-state Students?

<p>I am a resident of TN and am thinking about UC Berkeley. Does it offer any merit scholarships to its entering class who come from out of the state? If so, do any of these cover full tuition or are any of these full ride scholarships</p>

<p>There is the highly competitive Drake Scholarship for those majoring in mechanical engineering. It is a full ride scholarship.</p>

<p>In addition to having good grades and excellent test scores, what other factors are taken into account in the selection for Drake scholars? Is it mainly research/competition accolades in math and science?</p>
