Hi there! I'm a high school senior who was recently accepted into Tulane. I've got a decent scholarship but I'm looking for a bit more. I doubt I'd get the Paul Tulane Award with a 29 ACT but does anyone think applying for it would cause the financial aid department to reconsider my scholarship?

No, it really doesn’t work that way. Your best path to getting reconsidered for a higher merit award is to retry the ACT after doing more prep (or trying the SAT if you haven’t yet) and see if you can get that up to 31 or better. Your GPA must be pretty strong, I would think, so focus on your standardized test score and see what you can do.
