Originally sure that I wanted to major in computer science, I talked personally with my local Brown rep about my major, listed it as my favorite class in official paperwork, and sent him an email about communicating with a current Brown computer science major. Now the fun part!
I’ve decided I actually want to major in English.
Will this look highly suspicious when he reads my application, or do colleges understand that students may change potential major rather fluidly…

You should be fine. If you’re really worried, you could list CS as one of your backup areas of interest (is Brown one of the schools that lets you do that? I thought they were). But I wouldn’t worry about it at all.
It doesn’t matter in the slightest. A full 60% or more of ppl switch out of the majors listed as incoming freshmen.
