I know that CS at UCB was uncapped in 2007 and remains ridiculously easy to get in. In the next two years, will it most likely remain like this, and if it gets capped, how hard will it be to get accepted in? Might it get so competitive they even reject qualified applicants or will it simply be raising the gpa to a 3.0ish?

I was at the EECS undergraduate town hall, and there is indeed talk of capping enrollment in L&S CS. The details haven’t been decided on yet, but I would guess that there would be some minimum GPA.

If they reinstate the cap, will it apply to my entering class anytime before we reach end of sophomore year, or will it only apply to the next incoming freshmen class?

There are some rumors that it will be capped in Spring 2014. I’m not sure of how accurate that statement is.
