Does MIT allow for me to submit a third teacher recommendation letter?

You could, but the supplemental letter should be someone other than a teacher like a coach or mentor. My supplemental letter came from my Venturing Scouts Advisor (Boy Scouts Scoutmaster equivalent for Venturing Scouts) in order for MIT to acknowledge a different side from me away from academics.
