TCNJ's website contains the matrix that identifies what merit aid you might qualify for.

Merit aid is based on a combination of class rank and SAT scores. Your GPA is only relevant to the extent that it will determine your class rank (calculated by your high school).

The past couple of years, if you were ranked in the top 5% of your class AND had a GPA of 1500 or greater (old scale), you would qualify for a free education. Expect the requirements to become more stringent in time, as they have been increasing every few years.

Of course, the merit aid (OSP = Outstanding Scholars Program) is dependent upon funding by the state. Corzine's preliminary budget stripped funding for the program. The question is ~ will it be restored? Previous administrations had done the same thing and ultimately restored the funding. Not sure whether you can trust anything that Corzine says, though.
