Moving to a new state while child is at a public university

My dd will be a college freshman this fall and we are still considering which school she will attend. She has acceptances from both private and public (in-state) universities. As of right now, the public universities are the most affordable, which is going to be the most important factor for us. We are currently in PA. However, we have been seriously considering moving back to CA, and we want to do it before our next child (now in 6th grade) enters high school.
If my daughter ends up attending a public university, how will us moving affect her residency for college tuition purposes? If this happens, she would likely be either a sophomore or junior at that time.

California has a detailed requirement. Most likely, you’d have to be a resident for one entire year before she can apply for a change in classification, so it may be up to 2 years before she can become ‘instate.’ If you move before she ever starts, it may only take a year (like you move in June 2014, and she applies to start in Sept 2015), but you have to meet all the requirements.

The residency is established at time of admittance (or first day of attendance - you would need to verify at the particular school). So if you move after she starts in PA, she will still have PA residency to finish her school there. I think that is what you were asking!

Do you mean to say if she attends a PA public, and you move out of PA, you are concerned about whether she will continue to get in-state tuition at the PA public?

Penn State’s residency FAQ has a question and answer on just this situation. You may want to check the other PA publics’ web sites as well.

These things vary from school to school even within the same state. So you do need to check with each school. Enforcement also varies widely.

Precisely, I want to make sure she will still get PA in state tuition if we move to CA. Thanks for the link to PSU’s page, it seems that per their answer, it might in fact affect her status since we would have to notify them and her residency might be reclassified as of the date of the change. Doesn’t seem quite fair since she wouldn’t qualify to be in state anywhere else for at least a year.

I looked at that link and it seems a bit like the policy of our state university(WI) If she starts college as a resident and then you move, she may need to stay in PA during the summers, or at least maintain a residence there in summer, to keep resident status. You should contact university to get a more detailed description of the requirements and documentation needed. Eg, what if she sublet her rental to do summer study abroad? Things like that.

We’ve also been thinking of moving and UW doesn’t have such a nice FAQ on residency so I e-mailed for info. They were very helpful and clear.
