must have good academic standing at last institution attended mean when transferring to a CSU?

So I transferred to UCSD from a community college as an undeclared major. I got a 1.8 my last quarter due to depression bring my accumulative to a 1.9. I was taking economics classes thinking I was going to switch my major to economics but decided not to and now I want to transfer to a CSU majoring in Computer Science since that was my original intent and I took a bunch of CS classes at my community college. Now I am looking at the requirements to transfer to CSU schools and they all say

Be in good standing at the last college or university attended

as a requirement to transfer. I really do not want to retake the courses I did poorly on my last quarter at UCSD since they are economics courses that I have no interest in what so ever and I feel will just be a waste of time. I was thinking of enrolling back to my community college and taking some computer science courses there. Will that satisfy the must “be in good standing at the last college or university attended” requirement?

You will be asked to list all colleges and universities you have attended and report your grades from those universities, even if no work was completed.

There does seem to be a specific interest in “good standing at the last” college attended (ie eligible to enroll at that university). The CSU Admissions Handbook also specifies you must be in good standing at all prior CSUs attended.

Your GPA for admissions will be calculated from all colleges attended.

Agree the question is worded in a way that seems to not apply to all prior universities attended just the “last”. Not sure if there is another more broad question about all college attended.
