My chances to UC as an ESL Student?

<p>so i came to the United States couple years ago. It was very hard to get used to the system but i did my best. Going to be a senior, I have a GPA of 4.214 (no APs yet because i needed to learn english first but some Honors). If you look at my transcript you will see all As but only two Fs and it is because i could not speak a word of english so the teacher gave an F to keep me in ESL. also, if you were to average my grades from my country(Iran) it would be A's as well. I did three different sports: 2 years of JV basketball, 1 year of track, and two years of Cross Country. I used to go to work with my dad. Currently, I'm doing some volunteer at a library. My Personal Statement is impressive(according to people who have read it and given comments). It says how hard i studied and how when my parents divorced i went a village and had hard time studying and then got transferred to another city with my grandparents and...
I took the SAT Math level two subject test and got 570 on it(well, the year i took i had taken no math because i had done pre cal already and wanted to get to know the culture and language etc).
i also took the SAT Reasoning test and i did like bad on Critical reading section. Math:570 Writing: 400 Essay:6 C. Reading: 320.
i know my scores are not impressive so i'm planning to take the SAT again. right now i'm studying and i have enhanced my vocabulary level.
I'm interested in Engineering(civil or aerospace).
I would really appreciate if any one can analyze my situation and tell my where to apply?
also, i like to get into Cal Poly San Luis Obispo or UC Irvine? (what are my chance for these two schools)</p>
