here are the schools still accepting apps. Boise state and some other sporty schools are on here. Including Mizzou.
For nursing, she needs to pay attention to whether she has direct admission to the major or, if not, how competitive getting into the nursing major is. Both are competitive admission for enrolled students. The minimum GPA requirements to be eligible to apply are slightly different, but the actual GPA for admission may be significantly higher.

I don’t see how a CSU as a California resident could be more expensive than Arizona or Alabama as a non-resident without scholarship. But yes, nursing is impacted at all California public schools. However, it is not obvious that admission to the nursing major is necessarily more competitive at all CSUs than at Arizona and Alabama.
