I read "the NCAA allows each division 1 men's tennis program 4.5 scholarships"- Are DIV I schools required to allocate all allowable schloarships to each sport. If they are a DIV I tennis program can they decide not to give the scholarship money to tennis and say use it for soccer or lax?

I think each sports program within a school has separate funding. Further, just because the NCAA says a school is allowed 4.5 scholarships in tennis, does not mean that the school will fund that many. Not all schools have the money to fully fund all allowable scholarships.

Yes – and remember in most sports and especially non-revenue sports even a full scholarship may only mean full tuition … a full ride is rare. Ask the coach what their philosophy is for splitting up the funds – some schools target a few star recruits, others spread the $$'s around.

It is my understanding that the NCAA scholarship numbers are the maximum allowed. Many schools do not fund to the NCAA max , hence the terms “fully funded program/not fully funded program”. Each sport has its own NCAA scholarship limitations and they are not switched between sports. Often, in nonrevenue sports a scholarship is “shared” among several athletes who each get a partial. Sometimes money is tied up until a senior on the roster graduates etc.
