What does Need Base and Need Blind mean?

I assume by need-based, you mean need-aware, and that both terms apply to admissions.
The two terms refer to admissions--need-aware schools will take your ability to pay into account, while need-blind schools will not. Schools that are need-aware, then, will be more inclined to accept applicants who don't need financial aid.

Again, not to rehash old stuff, but I would suggest you look at a couple of posts on my blog for definitions. The category of Myths and Realities in financial aid can be found at http://daniel.mitblogs.com/archives/myths_realities/index.html.

When I hear need-based, I find it generally refers to financial aid which is only given out on the basis of need (not merit). Need-blind refers to admissions process and policies.

Do be careful, as my blog explains, not to confuse need-based with full need though. See http://daniel.mitblogs.com/archives/2005/09/myth_3_need-bas.html for an explanation.

thanks
