I find that ETS offer an option to send GRE scores for 4 schools FREE on test day. It is hard to determine, whether the current test or next test yield better score.
It is a burden to pay $27.00 to send score to each school, when a student apply for multiple graduate school along with school application FEE.
My son does not have earnings .
Will he able to get any break/waiver from GRE FEE (27.00 for each school) & graduate school application FEEs?

Separate schools have different rules about whether they offer application fee waivers, so I would go look it up on their individual websites. This information may be on the FAQ page.
Unfortunately, I have not heard about waivers for sending GRE scores. I do know there is a GRE fee reduction program (but it is only open to US citizens and permanent residents). If your son has not signed up yet, that could be an option worth looking into.
I would send the scores on the first attempt, as you can see your unofficial scores before sending them and can judge if they meet your standards. If your son is trying to save money, I would recommend preparing for the test well enough that he only has to take it once (as the GRE itself is worth as much as app fees for 2 programs).
