Need Some Advice (CSU's)

I am a little confused regarding my college process and I hope I can get some advice. Here is a little background on me; I graduated High School in 2010 in Nevada (I’m 21), with a GPA of 2.98 and until now I’m trying to go to a Cal State University and live the experience. Since I am a resident in California now, it seems that the admission GPA requirements dropped enough a bit that I can apply. I also took an English course from a local community college last year, but it wasn’t what I expected. Unfortunately, I never took the ACT but I’m planning on taking it on September 21st since I need time to study (it's next available too). The ACT (Even the SAT) won’t have a test available until fall. That would mean I would apply for spring or fall 2014.

Here are my questions:

Will I have time to apply for spring and get housing as well? Or do most Cal states don’t offer that for first time students?

Also if fall 2014 is my only option, instead of wasting another year waiting for it to start (I’d be almost 23) could I take a few more general ed community college courses and bring them with me? Will I be considered a low-division transfer and will that make it harder for me to get in? Or should I wait after I get admitted before taking anymore CC classes? or what can I do to get credits out of the way? I don't want to spend my freshman and sophomore years in a CC.

Thank you for the help
Any advice is appreciated

Most CSUs admit mainly or solely in the fall; if you apply for spring admission, you may find the admission bar to be higher.

Also, transfers are generally preferred at the junior (upper division) level; not all CSUs admit at the lower division level. Note that if you can apply at the junior level, your high school record is no longer considered, except for a few subject requirements that can be fulfilled by high school work (e.g. level of high school foreign language completed). If you do well in community college, this can give you a greater range of CSU and UC campus choices than you would have as a frosh based on your high school GPA.

Note that if you have completed college courses after the summer after your high school graduation, CSU requires that you apply as a transfer student.
