Very familiar with Coe, would not recommend Cedar Rapids or Coe in this case.St.Olaf is a much better option.

If she’s willing to look a little east of the midwest, the U of Rochester is a great school for kids with musical interests who don’t necessarily want to major in music (also great for those who do, but that’s a different story). MANY of the kids my guy just met are doing music with whatever they are studying - and they shine in the psych/cognitive/neuro aspects. They offer merit aid… but are a CSS school, so might have similar issues as mentioned before with need based aid. It’s worth a look to see if it fits.

I know you said mid-west…but…if considering Ivys in the East, would she consider any of the Women’s colleges? Many have excellent music and theater depts — and quite a few are generous with Merit aid for top students. See if you can get her to look at Barnard, Bryn Mawr and Mount Holyoke. Smith and Wellesley tend to be a little more selective…but…also have some generous merit aid.
