Need Suggestions for Transfer

I currently attend a public school in Virginia that according to US News & World Report is a tier 3 national university. My desire to transfer out is not so much a reflection on the school (which I suspect is actually quite good) but more so a reflection on the fact that I don't feel at home here. It's just not a good fit for me.

I have a 3.3 GPA here after my first semester. In high school I got a 3.4ish unweighted and a 3.7ish weighted. My ACT score was a 29.

I took a number of AP classes but not all of the tests. Total I ended up with four 4's and one 5.

In both high school and college I've been pretty involved in various activities.

I'd like to go to a school where Academics are very important and you can sense that the students care. Also, personal attention would be great. An intellectually engaging small liberal arts school sounds nice, but at the same time I've always wanted to live in a big city.

In terms of location I'd like to live in either New England or one of the Mid-Atlantic states. I'm also open to living in the south, although the location is not the biggest deciding factor and I'd be open to living anywhere.

Availability of financial aid for transfer students is important too.

I don't have the money to apply to more than one school and after transferring I don't think it would be smart to transfer again if I don't like it. This means I need to make very certain that the school I apply to will accept me and be the right fit.

Thanks!

Also, whether it be through loans or scholarships or whatever I have to find a way to pay for all of college myself. I fall into a category of students who have parents with good jobs (preventing easy access to financial aid) and yet no extra money to pay for college.

I have everything paid for myself at my current school, and would have to have the same situation wherever I transfer.

Anyone? Really need some advice.
