So my situation is that my noncustodial parent lives in another country my parent were never married. Is he still required to fill out the non-custodial form especially since he doesn't speak English or read English? Should I contact all the financial aid offices of the respective schools I am applying too?

Each college/university that uses the CSS Profile has its own policy about NCP financial information. You need to read through the requirements for each institution separately, and then for those places that do require the NCP form, you need to ask what their individual policy is.

Some places will require the NCP financials no matter what. Some won’t require them if you have never had contact with your NCP, or if you have not had contact with that person for a certain period of time. Living and working outside the US, and/or not speaking or reading English aren’t valid reasons for not completing the paperwork. Financial information can be converted to US $, and the text can be translated into a language that the NCP understands.
