<p>If my non-custodial parent is not an American citizen/permanent resident , does he has to complete the non-custodial parent form? Since he has never been here and is not a US tax payer, it's not really the government's or the school's business to know his income. Does anyone know?</p>
<p>It doesn’t matter if your non-custodial parent lives on the moon. If a school requires the form, YES, your non-custodial parent MUST provide it, or you will not be considered at all for institutional need based aid. Your NCP would complete the form with his or her income and assets from wherever he happens to live.</p>
<p>I dont think NCP form cares whether you are an American Citizen/Permanent resident or Non American Citizen/Non Perm resident. The colleges just want to ensure that both parents are responsible for their student’s college expenses.</p>
<p>Reality is, if you require assistance from these institutions, then it becomes THEIR business to know everything.</p>

<p>CSS PROFILE want to know your parents’ finanical info regardless of whether of not they are citizens/permanent residents of the US. You think international students get a free pass? Lots of them applying, and the schools that have had experience with them have become familiar with how things work in other countries. So, yes, your NCP has to fill out his part of PROFILE and his income and assets are very much the business of any college requesting the info. You don’t get fin aid without it, unless you can get a waiver.</p>
<p>Re: post 2. What would be the point in contacting the College Board? All they do is provide the forms. The College Board cannot make decisions about whether or not a non-custodial parent should complete the form. Contacting the College Board about this is a waste of time.</p>
<p>If the student feel they have a basis for a NCP waiver, this is handled through each college. </p>

<p>lol…if you’re asking for AID from these entities, then it becomes their business. However, if you want to pay all costs and ask for NO MONEY, then keep your finances to yourself. </p>
<p>Do you think that all these int’ls that are applying to HYPS, etc, can say, “oh, please give us aid, but it’s none of your business how much my parents earn because they don’t live in the US and aren’t citizens.” </p>
