The list linked to in #30 includes the UAB scholarships and the stats needed. Looks like it needs a 30 ACT and is for about 5/6 tuition.

You misunderstood.
You said that your parents are separated. That means that your parents are still legally married…but just separated. If so, she should seek financial support from her husband (your father).
It sounds like your dad moved out sometime after your mom’s brain injury. A court may expect your dad to support your mom (and you).
Was your dad never ordered to pay support??
If your parents are, in fact, divorced (and not separated), then he should have been ordered to pay support.
UAB may not give you enough. They do have some competitive awards in addition to their assured merit, so you can try, but you can’t depend on it.
You can also try Miss State.

Something doesn’t make sense.
It says the COA is about $36k.
So, what does that “estimated other aid” of $47k mean? That makes no sense.

I don’t see that odd number here.
I see a net cost of about $9k per year after grants, merit, loans, and work study.
But actually, the net price is $28,708 after only grants. Loans and work study should be seen as part of the net price that you have to pay. It is rather unlikely that you will find enough loans ($5,500 per year) and work earnings to cover that amount.

Looks like the OP would qualify for a $12,000 per year merit scholarship at UAB according to https://www.uab.edu/students/paying-for-uab/scholarships/item/570-act-gpa-based-scholarships . Note that full out-of-state tuition for 30 credits is $21,956 according to https://www.uab.edu/students/paying-for-uab/detailed-tuition-and-fees .
Assuming that the $7,050 grants is government aid including Pell that can be stacked with the merit scholarship, that means that the net price from the calculation shown in #51 would be $16,708. That is still rather far to stretch on federal direct loans plus student work earnings.

I think the student should still apply to UAB. UAB has stacking competitive awards that it does give to OOS students since it wants more. It has housing and other scholarships that it is awarding.
It’s not a safety since it’s unknown, but the student should apply NOW and see what she’s awarded.
She should also apply to their honors program which also has merit awards.
UAB should be considered a reach, since additional competitive scholarships would be needed to make it affordable.
For safeties, the OP may want to look at the automatic full rides listed in reply #30. The automatic full tuition ones may work if the remaining cost can be bridged with Pell + direct loan + work earnings.
I know it is not easy to bump up from ACT 29 to ACT 30, but if you have some tutoring and do some practice tests you may be able to do it. Is your GPA 3.5 or better? The December testing may be considered by some of these schools, and will consider the Dec scores after admission.
MS State is another possibility in addition to UAB.
In your shoes, wherever it is less expensive to go that will give you the education you are looking for - and I’m not talking neuroscience, but good solid UG sciences.
UAB has the nursing program too, which is highly rated. You could apply to the nursing scholars program before the deadline - that would guarantee you a seat in clinical classes when you have the other courses completed. My DD will be completing her nursing degree at UAB in May (she raised her scholarship amount by the Oct ACT testing during her senior year) - she does want to pursue graduate education but hasn’t determined yet which field. She wants to work in B’ham and then eventually continue at UAB.
You could thrive at MS State. It is a rural setting but offers students some very good opportunities in STEM.
Get busy and apply to the financial safeties ASAP - hopefully you would have the free applications due to financial need.
