So I (the student) do not fill tax returns (1040, etc.) because I do not, and have not ever worked.

My question is, do I still have to fill in a Non-tax filer's statement even if I do not work?
If so, would I just leave the whole thing virtually blank, except for the signature?

We did fill it out for my D. She has not earned any money this year and will not file taxes. She put in a 0 under the wages portion and signed it. This is our first year, so I’m not sure if they really need it or not, but I thought I would rather send too much information and they could ignore it if they don’t need it.

Yes, you need it … it’s the document that replaces the requirement of a tax return. No tax return? Submit the non filer statement … because you didn’t file taxes! :)
