Do noncustodial parents living outside of the US who are not US citizens and do not contribute child support money factor into need based aid offers?

Not if the college only considers the FAFSA.

Schools that consider the Profile/CSS will want to know what the noncustodial parent can pay.

Do most colleges consider the FAFSA? Would top colleges? State colleges, etc?

I don't see how you could get verifiable info about a noncustodial parent who lives in say, China...

In the U.S. virtually ALL colleges require the FAFSA for financial aid consideration. The FAFSA does NOT require information from the non-custodial parent.

The Profile DOES ask that a non-custodial parent form be completed. There IS a waiver for that form for those who absolutely do not have any any contact with their non-custodial parent. This waiver is NOT for students who just can't get the parent to do the form. It's for much more extreme circumstances than that. Otherwise, as noted above, Schools DO expect the non-custodial parent to complete the Profile (for schools requiring the Profile).

If this is an issue, apply to schools that do NOT require the Profile and use the FAFSA only as their information gathering device for finaid purposes.

It's not the college's job to get this information. It is the student's job to get this information.
