Not sending SAT II's?

I know it says that Stanford "strongly recommends" them but I made the mistake of waiting until the December SAT date and honestly I don't think I did that well. How bad is it if I don't send them? What is considered "worth" sending? 700+? Also, is there still a chance for someone to get into Stanford with no leadership positions? I moved to a new huge school for my last two years of high school so it was hard for me to get my foot in any clubs.

You’re required to send all test scores to Stanford

I don’t believe that’s correct. I will send all my scores for SAT and ACT, however, it says that “SAT Subject Tests are recommended but not required. Applicants who do not take SAT Subject Tests will not be at a disadvantage. Because SAT Subject Tests are optional, applicants may use Score Choice to selectively send their SAT Subject Test scores.” I am asking about SAT II’s.

SAT2 is recommended and you do not need to send all SAT2 score or any. Nevertheless, 95% of admitted students submitted SAT2 scores.
