I am under the impression that, let's say you are accepted into NROTC/ROTC, that the army/navy will contact the schools that you had listed in your application and ask them to tweak your financial aid packages so that they are much higher than what you would normally pay.

This would make sense to me b/c it would lure in more kids to join the program. Do you think my fears are justified or does anyone know the truth?

fears justified? tweaking?

I am not sure what you are getting at.
IN a nutshell, if you receive a scholarship - it will be used for tuition/fees and if it’s a full scholarship pay all of that. After that - your financial aid kicks in. If you qualify for a Pell grant or Sub Stafford or other loans they can be used for your room and board.

Getting accepted into NROTC/ROTC is not the same thing as getting a scholarship from NROTC. If you applied for a four year scholarship (including interview and essays) you would know that. If you have not…it is too late so you won’t have to worry about it.

“Make sense” to you? How? What advantage would the NROTC program realize by doing what you are suggesting? How about using some real numbers as an example.
