NYS of mind

Has anyone gotten their NYS Tap award confirmed for 2010-2011?I have a bill generated on my daughter's school account because the Tap award has not been confirmed...therefore they say she doesn't have enough financial aid to cover the first term. She should get 1737.00 for the Tap for Fall 2010 which with her Pell, Seog and Federal work study should provide adequate funding.
Is this fallout from the NYS budget Debacle or something else?

Yes, it’s a mess, the school’s can only estimate TAP and the state actually awards it. But HESC can’t award TAP until the budget is passed. I think they’re working on a new record for late budgets…and little else it seems!

Is your D at a private or SUNY? My D’s SUNY bill still lists TAP as a credit and is not billing us for it.

The budget was finally passed yesterday, although I haven’t found anything that indicates if TAP is fully funded or not.

Finally…and without the SUNY empowerment plan! No idea what the “framework” deal is for the university centers, but it sounds as if it’s a face-saving mechanism for now. I don’t think TAP was a major budget issue - the only proposals I’ve read about were to cut funding by $75/year for full time students and I can live with that!

HESC updated their website…looks like notifications will be made in the next week or so:

Suny Westchester Community College just posted the followin BS on its Facebook page:
Westchester Community College Financial Aid refunds (PELL, SEOG, EOP and loans) start on Oct. 19. Eligible students should go to the Bursar’s Office with a photo ID to receive a refund. Future refund dates are Nov. 2, 16, 30 and Dec. 13. Due to late passage of the State budget and eligibilty criteria changes, TAP awards will not be part of your refund amount at this time. TAP checks will be mailed later in the semester.

The CC’s always seem to be later with refunds than the 4 year schools. Although my D received a message from UB that her TAP award for last summer will be refunded NEXT OCTOBER! Some oddball TAP rule for part-time summer aid. We’ve learned to always just look at TAP refunds as funding for future semesters.

Along the same line, the Byrd Scholarship money is very delayed in NY also. In the past, this money has gone to the school my daughter attends by the end of July at the latest. As of yesterday, it has still not been paid, and when I called HESC they said it would get there in the next couple of weeks. Problem is, we will be billed for that amount before it gets to the school, in all likelihood. I am pretty annoyed, even though I am grateful for their help…
