NYS TAP TAXABLE SCHOLARSHIPS used to figure next years TAP AWARD

When my husband filled out my son's state income tax form he did not put the taxable scholarship income in ( ) parenthesis to the right of Wages, salaries, tips, etc. on line 1 of the students state income tax return. He (husband) just lumped all my son's (students) wages and taxable scholarship money together and entered it on line 1 of the state tax form with no way of TAP knowing his taxable scholarship amount was included in the figure. So, is it true that your next years TAP award is reduced to some degree by including your taxable scholarship on line 1 of the NYS tax return form? Should my husband have put the taxable scholarship amount in parenthesis on line 1 of the NYS tax return so the persons figuring out my son's next year TAP AWARD could have subtracted it from the taxable income on line 25 ? Any help would be greatly appreciated. thank you.
