<p>But it’s a good guess. The author was asking something along the lines of “Why would anyone take the time money and effort to do this” And then he goes on to provide the quote which accounts for what appears to be a phenomenon.</p>

<p>It’s definitely “account for a phenomenon”. The guy explains why so many people blog (the phenomenon is a lot of people blog): because they have something to say (this is the reason, the “accounting for”).</p>
