<p>^^^^ Agreed. “Had fostered” should have been “has fostered.” If you read the sentence backwards, “when” does not necessarily have to be changed to “that.”</p>

<p>Correct because it saws New Zealand Had Fostered music for Decades, for decades means that it is still happening.</p>
<p>In the context of sentence, had fostered wouldn’t have made since because they would have stopped fostering music when they did something to make music better.</p>
