<p>It seemed like one by one but there is no way to know for sure. Anyway, most of the applicants received their decision were in-state.</p>
<p>By the way, even though I am an international student, my WA says that:</p>

U of M Determined Residency: Out of State</p>
<p>My guess is that they release them in “batches” - certainly not one by one. But… if they hit a “send” button to have 1000 or so go out at the same time, it does NOT mean all those people will receive them at the same time. The service/program they use may then further group them to send them.</p>
<p>I work on a email newletter that goes to 1000 people each month. I hit send to all at once, but then it can take anywhere from 15 minutes to 2 hours for everyone to receive them. I’m not sure why it is slow sometimes, but it is.</p>

<p>Oh my god. I opened my Gmail (I had memorized the number of emails I had had previously) and I had one more email. My heart like, completely skipped. Holy crap. But then it was just a notification of a Facebook message from one of my friends. Urgh.</p>

To send emails, the SMTP server of sender actually has to connect to every mail provider’s MX servers and this takes a lot of time.</p>

<p>The State of Michigan does not mandate a certain percent of in-state versus out-of-state students at their public universities. Michigan can admit whomever it wants. I specifically asked admissions twice if there was a set # of in-state or if it’s easier for in-state, they said NO. That said, they have to answer to the Mich. legislature who already aren’t too happy with 35% out-of-state, and they also do have a mandate to educate all of Michigan’s students on a fair basis. On the other hand, an OOS student brings more $$ which is attractive at a time when state support is falling (only 7% of U-M’s revenue is now from the state). So could it actually be easier for an OOS to get in? Depends on how many apps from OOS there are. I would guess that with common app this year they got a lot more than usual.</p>
