No. From what I read that is a separate acceptance and you get it anywhere between Jan - March. Once you are admitted then you are reviewed for honors/scholars

For those asking about scholarship universe, don’t trust it 100 percent. I attended OSU as a high school student and my scholarship universe is locked on that program so I can’t apply for any engineering scholarships.
