One more reason why I have little respect for police officers

The Miranda Rights are required to be read before an interrogation*, in order to protect the defendant from incriminating himself, a constitutionally protected right. To mirandize before an arrest isn’t lawfully required.

If the officer doesn’t read you your rights, what you say can’t be used in court. Therefore, reciting the Miranda Rights is never mandated by law in any scenario, to my knowledge.

^ Exactly - obviously a police officer will “mirandize” you prior to asking any questions about the offense that he might need, but for a simple case of obstructing or failure to follow a lawful order like this, there would be no reason to do so.
