Can I apply to US universities as a freshman if I've completed one year at a British university (honours)?

You’d be entering as a transfer. Any U.S. university would be able to assess your British transcript to determine courses and credits that would transfer to their institution.

What if the university I apply to doesn’t accept transfers?
Can’t I voluntarily opt to begin as a freshman for the others?

You’ll have to ask the college admissions department. I’ve never heard of a school allowing a transfer student to “opt” to be considered a freshman. Generally, if you go over a certain amount of credits, you’re considered a transfer regardless of whether or not it’s convenient to you. Maybe the college you’re talking about has a different policy though, so it’s worth a try to ask!

How many credits cannot we go over (usually)?

Here’s a link from the Harvard web site about applying to Harvard from the UK:

I noted that Harvard is once again accepting transfer student applications - don’t know if Harvard was one of the schools you were thinking of (since it is the absolutely most selective schools that tend not to accept transfer students).

It varies. Some schools consider you a transfer if you take even one college class for a credit. Some of the others that I’ve heard of let you have up to 12 credits. If you’ve been to another college for an entire year, I doubt that you’ll really ever be considered a “freshman” again.

Princeton (which does not take transfers) will not accept your application if you’ve “started a college or university degree program elsewhere.”

12 credit hours the the number I most often see, but it varies from college to college. You will have to call and ask. (It might be oth each’s respective web page.)
