OOS transferring from WVU to Pitt, really need advice

Hi guys, I apologize for the length of this in advance, I am just so in need of some input.
So this semester I started as a freshman at WVU. I live in state, and the school made me a really good offer (I'm literally getting paid thousands to go here), and on the one visit I made I was happy with the campus.

I know it's early, and I realize that things will probably change at least a little over the year, but now that I'm here I absolutely can't stand it. I don't drink, but that is all anyone here focuses on. They party constantly (my roommate comes in at 7 am from the night before), and the frats blast music even on weeknights. I can't walk anywhere after dark.
To make things worse, WVU doesn't have my ideal major, Linguistics, for undergrad students. I came here for the money, and now I feel like I made my worst decision ever.

Earlier in the year, I was also considering Pitt. I was accepted to main campus, honors college, guaranteed acceptance to a grad program, and offered a pretty good scholarship. Not to mention Pitt has a way better reputation than WVU. I feel like I screwed myself out of a good college experience by coming here.

I am considering transferring, maybe after this semester, but I'm worried about financial aid. I have no money to put toward school, just the scholarships I earned. Unfortunately, about half are through WVU, and Pitt's tuition is double.

Here are things that I would appreciate comments on:
Will Pitt work with me? Negotiations??
Can I just reactivate my application?
Can I get merit scholarships or financial aid as a transfer/in the middle of the year?
I am a National Merit Scholar. WVU gave me some scholarships based on that. Does Pitt have any?
No school in WV has Linguistics as a major. I have heard that one can use the WV Promise scholarship at an out of state institution if their desired major is not properly represented in the state. True?
Is there ANY way that I can try to get in state tuition?
I have 31 AP credits according to WVU, and I'm carrying 18 more this semester.

I just feel like if I have any hope of getting out of here, I need to get the ball rolling now. I may decide to stick it out for a while, but I really want to open these doors while I still can.
If anyone has had experience transferring, especially to Pitt or with the out of state tuition deal, I would so appreciate hearing from you.
I feel like I want to puke.
