For some schools I am applying to, it saids that teacher recommendation letters are completely optional, meaning that I won’t need to send any teacher recs, just the counselor recs. Should I still submit the rec letter or should I just not bother adding more info and stuff for the AO to look over.
If you have a teacher recommendation written that speaks highly of you as a student, I would send it.

Agree with @RichInPitt , especially if you are using Common App and it’s already there.
If you have a teacher who can add something to your application that isn’t there already, do it. Maybe they’ll speak to your character, unique way of thinking, kindness in helping a struggling classmate, or commitment to an EC. Iow, something that may not be there that will fill out the picture of who you are.
If they are simply going to write that you are a strong student who didn’t make trouble, it’s probably fine to skip.
